Project Overview

The existing intersection of Highway 23 and Perth Line 20, Russeldale, in the Municipality of West Perth (shown below) is stop-controlled on the sideroads, and the existing Highway 23 northbound and southbound approaches to the intersection have a right-turn lane. Collisions have been identified as a concern at the intersection. As such, the Ministry of Transportation Ontario (MTO) completed this Study to investigate alternatives to improve the operations, safety, geometry, and capacity of the intersection.

The Study evaluated three design alternatives which were presented as part of a Public Information Centre, held between July 24 and August 7, 2023. Comments received were considered in selecting the proposed roundabout intersection as the Technically Preferred Design Alternative for the Study.

Technically Preferred Design Alternative

The Technically Preferred Design Alternative includes the following improvements:

  • The alignments of both Perth Line 20 west and Highway 23 at the existing intersection will be shifted to the northwest to construct a roundabout in place of the existing intersection. The roundabout will include a centre island largely made up of vegetation.

  • Martyn Street access to Highway 23 will be closed and a cul-de-sac constructed in its place.
